Dickie Patterson has amassed more than 22 years of experience in insurance and health care regulatory matters. In his public policy practice, Mr. Patterson represents international, national and state companies before the state legislature and state agencies.
In his health care law practice, he represents various health care providers throughout Louisiana.
Public Service Record: Mr. Patterson served as Deputy Commissioner of Insurance over the Office of Health Insurance, Louisiana Department of Insurance from 2003 to 2005.
While with the Department of Insurance, Mr. Patterson was responsible for the oversight of all private health insurers to assure compliance with state laws, regulations and rules. He was responsible for policy form approval, medical necessity review compliance, timely payment compliance, unfair trade practice oversight, legislation recommendation and review, and Health Insurance Portability and Accountability Act (HIPAA) compliance. Additionally, he served in a supervisory position over the Senior Health Insurance Information Program (SHIIP) and the Louisiana Health Care Commission, a legislatively-created commission with 50 members from the health care industry empowered to study and make recommendations to the state legislature and the state Department of Insurance on health care matters.
Mr. Patterson was appointed by Louisiana's Governor Kathleen Blanco to serve as an expert with Senator John Breaux and others on the Governor's initial "Healthcare Summit - 2004." In both the 2004 and 2005 legislative sessions, he formulated and successfully coordinated legislation which made health insurance more affordable and accessible for uninsured persons in Louisiana.
He was appointed by Governor Bobby Jindal to serve on the statewide Workers' Compensation Advisory Council, which advises the Louisiana Workforce Commission (Department of Labor) and the Louisiana Legislature. The Advisory Council reviews and makes recommendations on every Workers' Compensation bill filed in the legislature.
Private Sector History: Prior to his affiliation with the Department of Insurance, Mr. Patterson served as General Counsel to the Louisiana Workers' Compensation Corporation, the largest workers' compensation insurance company in the State of Louisiana. In addition to his corporate legal duties, Mr. Patterson also served as legislative liaison overseeing several pieces of complex legislation affecting the workers' compensation industry at both the state and federal levels.
While serving as General Counsel to the Louisiana Workers' Compensation Corporation, Mr. Patterson led a successful nationwide effort by workers' compensation insurance companies to change language in the privacy sections of HIPAA, prior to passage, which would have hindered the flow of an injured worker’s health information between health care providers and workers' compensation payors.
From 1993 to 1998, Mr. Patterson served as General Counsel to North Oaks Health System in Southeast Louisiana, a full service health care provider with over 1,900 employees, multiple hospitals and multiple legal entities. He had responsibilities for all aspects of health care law including regulatory compliance, contract negotiation and review, mergers and acquisitions, risk management, insurance management and litigation management.
As General Counsel to North Oaks Health Systems, developed and managed a self insured program for workers' compensation and medical malpractice.
As General Counsel to the Louisiana Workers' Compensation Corporation, identified and headed a national effort to correct a critical problem of national importance related to the application of the privacy sections of HIPAA to the workers' compensation industry.
While at the Louisiana Department of Insurance, at the request of legislative leaders, successfully led a months-long mediation effort which resulted in a new comprehensive "Prompt Pay" law in Louisiana.
On behalf of a major trade association, worked with the Department of Insurance and State Legislature to write and pass the first licensing and regulatory law for public insurance adjusters in Louisiana.

Mr. Patterson is a veteran of the United States Air Force. Prior to attending law school, he served as a Missile Launch Officer with the Strategic Air Command, working with the Minuteman Intercontinental Ballistic Missile weapons system.
